The Second Amendment has NEVER been incorporated to states or municipalities such as Chicago. Illinois need do nothing to "bring Illinois law in line" with Heller. Heller applies neither to Illinois nor to any city or village in the state. Litigation on the issue of incorporation would take years--and the outcome of any such litigation is by no means certain.
